Ocean Carriers Announce 2024 General Rate Increases [Posted – 11.17.2023]

Dear Valued Customers,

The ocean carriers servicing Alaska have recently filed for varying General Rate Increases (GRIs) up to 7.5% for the 2024 shipping season. Based on the announced increases, Span is implementing a 7.5% General Rate Increase for all Alaska cargo, effective Sunday, December 10, 2023, for Central (inclusive of Kodiak and Dutch Harbor), Southeast, and Intrastate lanes within Alaska. For all other changes such as accessorial rates, please review our terms and conditions set forth in Span Alaska’s Tariff SPAJ300, a copy of which is available for review at Tariff SPAJ300 (www.spanalaska.com)

To determine an appropriate GRI, ocean carriers annually evaluate their costs, specifically marine operating costs, terminal overhead, equipment maintenance, trucking, and capital investment in vessels and equipment. Span performs a similar evaluation annually and we have determined a 7.5% increase is necessary to offset rising operating costs while also supporting continued investment in our Alaska services.

New Port of Alaska Modernization Program Surcharge

On July 25, 2023, the Anchorage Assembly passed Ordinance 2023-34. This establishes a new Port of Alaska Modernization Program (PAMP) Surcharge that will apply to all commodities shipped through the Port of Alaska. The fee will be collected as part of the Municipality’s financing plan for its Port of Alaska Modernization Program, with construction on the cargo terminals scheduled to begin in 2025. The ocean carriers will begin assessing a PAMP Surcharge as follows, effective January 1, 2024:

• Anchorage Northbound: $9.50 / container
• Anchorage Southbound: $6.50 / container
• LCL: $0.59 / ton

Span Alaska fully supports the commitment for improvements of port facilities, and its benefit to transportation providers, businesses, and consumers. Span Alaska will be absorbing this fee for the 2024 shipping season. The surcharge amounts are subject to annual review and adjustment by the Port of Alaska Commission.
